Maintenance of Effort (MOE) law states that each county must appropriate an amount equal to or greater than its prior year per pupil appropriation. This calculation does not address the cost of negotiated agreements, benefits, Pre-Kindergarten students, non-public placement students, inflation, and funding for quality improvement initiatives. The law ensures that additional state aid will not supplant local revenues.

The FY 2024 Operating Budget used a large amount of one-time funds to balance the budget and pay for services that have recurring costs. These one-time funds included using a large amount of fund balance, transferring money from the technology fund, investment income and payments received from the Juul lawsuit.
The FY 2025 Operating Budget will take effect on July 1, 2024, and fund the 2024-2025 school year.
The process for developing the FY 2025 Operating Budget began in the fall of 2023 During the budget development phase, school system leaders and staff held strategic discussions to determine the potential budget additions and reductions. These recommendations are included in the Superintendent’s Proposed FY25 Operating Budget.

The HCPSS Class of 2024 graduation window is May 20-31, 2024. No graduations will be scheduled for weekend dates or on Memorial Day, Monday, May 27.
Specific information regarding the dates and times of each graduation ceremony will be finalized in collaboration with Merriweather Post Pavilion, and provided as soon as they become available.
Elementary school parent-teacher conferences will be held Feb. 7-8, 2024. Registration opens Jan. 22.
Feb. 7 afternoon conferences will be in person, and evening conferences will be virtual. Feb. 8 conferences will be virtual. Parents/guardians can register via HCPSS Connect Synergy beginning at 8 a.m. Monday, Jan. 22 through 4 p.m. Friday, Feb. 2.
