The term “2e” or "twice-exceptional" refers to individuals who demonstrate both advanced cognitive abilities (giftedness) and one or more learning differences or disabilities. This can include conditions such as dyslexia, Attention Deficit Hyperactivity Disorder (ADHD), Autism Spectrum Disorder(ASD), emotional disabilities, speech language disabilities and others.
In the State of Maryland, 2e is not a defined disability category. Students must meet the eligibility criteria outlined in the Code of Maryland (COMAR), which aligns to the Individuals with Disabilities Act (IDEA) to receive special education services. In Howard County Public Schools, students with disabilities can access advanced programming with their approved IEP accommodations and supplementary aids and services.
