What are the steps in the FY 2025 Operating Budget Process?

The process for developing the FY 2025 Operating Budget began in the fall of 2023 During the budget development phase, school system leaders and staff held strategic discussions to determine the potential budget additions and reductions. These recommendations are included in the Superintendent’s Proposed FY25 Operating Budget.

The Superintendent’s Proposed FY25 Operating Budget will change as it goes through the phases of the budget process.

  • Jan. 18, 2024: Superintendent Submits Proposed FY 2025 Operating Budget
  • Jan. 25–Feb. 29, 2024: The Board of Education holds a series of public hearings and work sessions before adopting the Board of Education FY 2025 Proposed Operating Budget, which is then submitted to the County Executive.
  • April 2024: The County Executive makes recommendations to the County Council and is able to fund up to the Board’s requested budget, but cannot exceed the Board’s request, per County law. 
  • May 2024: The County Council holds budget hearings and work sessions and is able to add funding to the County Executive’s proposed budget request, but only up to the Board’s requested budget. The County Council then adopts their budget. Once the budget is approved by the County, the Board reconvenes to make any changes to the budget as needed based on the final funding allocation from the County.
  • May 23, 2024: The Board of Education adopts the final FY 2025 Operating Budget.
