Rapid enrollment growth in an area, available seats in nearby schools, and the proximity of one school to another can make adjustment of multiple attendance areas the most feasible option for ensuring appropriate utilization among schools. This may result in students being redistricted from a school that is not over-utilized to a nearby school with available space in order to accommodate students from a school that is over-utilized. This can happen to schools geographically in between the crowded schools and those with available capacity. The schools with capacity aren’t always next to the over-utilized ones.
