What is the Multi-Tiered System of Supports?

Multi-Tiered System of Supports (MTSS) is a proactive and preventative framework that aims to foster growth and success by ensuring all students receive equitable academic, behavioral, and social-emotional support. The framework utilizes multiple data points to identify students requiring intervention through three tiers of support: 

  1. Differentiated high-quality core instruction aligned to grade/course-level standards that all students receive (Tier 1).
  2. Targeted supplemental academic and behavioral support provided within a small group setting, either within or outside of the general education classroom (Tier 2).
  3. Individualized intensive intervention designed for students with persistent academic, behavioral, attendance, or social-emotional need (Tier 3).
