Does the Superintendent have the authority to make school start time changes?

Yes. Board of Education Policy 2000 – School Board Governance charges the Superintendent with the responsibility for the administration and management of the school system. The daily operation of the schools is part of that administration and management. Board of Education Policy 5200 Implementation Procedures – Student Transportation states, “The Student Transportation Office will, at its sole discretion, adjust a school start time plus or minus a maximum of ten (10) minutes if deemed necessary to ensure the overall efficiency of the school bus routes.”
